LAW - 5973-VL Semnar: Tribal Economic Development(3 hours)
This course focuses on immediate concerns of American Indian tribes as they strive for true self-determination and self-sufficiency, which can be gained only through economic empowerment. Although U.S. policy purports to advance these goals, federal laws and interpretations of those laws have for the most part impeded them. The unique sovereign status of Indian tribes creates capitalization and regulatory issues that are not faced by non-tribal governments or private-sector businesses. Among topics that may be discussed: tribal governmental control and regulation of business structures within Indian country; federal and state interference with Indian economic development through tax and regulatory schemes; and specific issues affecting tribal control over development of land and natural resources, taxation and capitalization, economic and business relationships with non-tribal entities, labor and employment (including development of human capital), specialized industries, and preservation of culture through regulation of economic activities within Indian country.
