American Law for Foreign Lawyers, LLM

The LLM in American Law for Foreign Lawyers program consists of a full course of study over two semesters from August to May of each year. The program requires a minimum of 24 hours with a minimum cumulative grade point average of 2.0 on a 4-point scale. The program provides foreign law graduates legal training in United States law through a campus-based program.

Students may elect the basic degree track or the energy and natural resources law track.

Program Learning Outcomes

Graduates earning the LLM in American Law for Foreign Lawyers degree will:

  1. Understand sources of U.S. law and legal authority, their relative priority, and how they interact;
  2. Analyze a legal problem or argument by breaking it into manageable parts and assessing it in definitive conclusions;
  3. Take into account and deal with conclusions contrary to the conclusions reached by the student;
  4. Set forth in clear and concise American-usage written form the analysis and conclusions, including responding proportionately to contrary considerations;
  5. Attain a grasp for analytical and argumentative style used by U.S. lawyers in their writing;
  6. Conduct research demonstrating an understanding of the relative importance and use of statutes, case law, and precedent from within and outside the controlling jurisdiction;
  7. Attain beginning competency is using accepted legal citation forms.

Graduates earning the LLM in American Law for Foreign Lawyers Learning Outcomes Energy Track will achieve all of the program learning outcomes listed above, plus gain understanding of various sources of law and legal authority in the areas of energy, natural resources, and environmental law, the relative priority of these laws, and how the laws interact.

Energy and Natural Resources Law Track

With over 40 years’ experience in energy, natural resources and environmental legal education, The University of Tulsa’s energy and natural resources law curriculum for its LLM program inspires foreign law graduates to examine legal and policy approaches for achieving the important goals of energy reliability, sustainable supplies of natural resources and a healthy environment.  Foreign law graduates pursuing this course of study will benefit from TU’s legacy as a center for oil and gas industry research and its diverse energy programs in engineering, business, law, environmental protection, and information security. These benefits include opportunities to interact with energy, environmental and natural resources professionals in the midst of prestigious careers such as TU Law’s Sustainable Energy and Resources Law (SERL) program Board of Visitors.  Another benefit is TU student groups such as the Association of International Petroleum Negotiators and REELS: Resources, Energy and Environmental Law Society.

Electives (7-8 hours)


  • Electives must be selected from the list of required and elective courses for the Sustainable Energy and Resources Law (SERL) Certificate .
  • With the approval of the SERL Director, electives may include up to 6 hours of SERL-related courses offered by other colleges at The University of Tulsa.
